Free and Open Source Software (FOSS) has transformed how digital systems are created, shared, adapted, and sustained. Yet openness of source code alone does not automatically ensure that technology reaches everyone, works at population scale, protects people’s rights, or becomes trusted public infrastructure. The Digital Public Goods (DPG) approach addresses this gap: it connects open technologies with clearly demonstrated public purpose, safeguards, governance, interoperability, and pathways for wide-scale adoption. This talk explores how open-source technology can evolve from reusable code into trusted, inclusive digital systems that create public value at scale. Through examples such as MOSIP and OpenG2P the session shows how communities, governments, and innovators can adapt and deploy digital solutions for identity, health, social protection, and financial inclusion—taking FOSS to everyone.
